Document Content body { font-family: Arial, sans-serif; margin: 20px; line-height: 1.6; } p { margin: 10px 0; } DECISION No. 19/2005/QD-TTg OF JANUARY 24, 2005 APPROVING THE LIST OF PROJECTS ON TRADE DEVELOPMENT IN THE MEKONG RIVER DELTA IN THE PERIOD FROM NOW TILL 2010 THE PRIME MINISTER Pursuant to the Law on Organization of the Government of December 25, 2001 ; Pursuant to the Politburo’s Resolution No. 21/NQ-TW of January 20, 2003 and the Prime Minister’s Directive No. 14/2003/CT-TTg of June 5, 2003 on orientations for, tasks of, and solutions to, socio-economic development and security-defense assurance in the Mekong river delta in the 2001-2010 period; At the proposals of the Minister of Trade and the presidents of the People’s Committees of the provinces or centrally-run cities in the Mekong river delta, DECIDES: Article 1.- To approve the list of projects on trade development in the Mekong river delta region in the period from now till 2010 with a view to setting orientations for localities in forming a rational and efficient trade infrastructure system (the list is enclosed herewith). Article 2.- Organization of implementation: 1. The presidents of the People’s Committees of the provinces or centrally-run cities in the Mekong river delta shall, basing themselves on the list of projects, make a feasibility study report on each project, submit them to competent authorities for approval, and apportion capital sources for implementation. For projects with feasibility study reports being already made, it is necessary to direct relevant branches and authorities to review every item of the projects for suitable adjustment. 2. The ministries and central agencies shall, basing themselves on the assigned functions and tasks, guide, coordinate with, and create conditions for, the localities in the Mekong river delta to execute projects on the list already approved by the Prime Minister. 3. For trade development projects which fully meet the conditions to enjoy construction investment funding support from the central government, the Ministry of Planning and Investment shall reach agreement with the Ministry of Finance to consider them and make targeted supplements from the central budget, thereby to include them in local annual budget estimates strictly according to the provisions of Clause b, Article 29 of the Government’s Decree No. 60/2003/ND-CP of June 6, 2003 detailing and guiding the implementation of the State Budget Law. 4. In the course of implementation, the People’s Committees of the localities in the Mekong river delta shall adjust names of the projects to suit the Trade Ministry’s Decision No. 1371/QD-BTM of September 24, 2004 promulgating the Regulation on trade centers and department stores; the Ministry of Trade shall assume the prime responsibility for, and coordinate with the localities in the Mekong river delta in, considering and submitting to the Prime Minister for adjustment the list of projects to suit the local socio-economic development situation. Article 3.- This Decision takes effect 15 days after its publication in the Official Gazette. Article 4.- The ministers, the heads of the ministerial-level agencies, the heads of the Government-attached agencies and the presidents of the People’s Committees of the provinces or centrally-run cities in the Mekong river delta shall have to implement this Decision.
