Approving the adjusted overall planning on socio-economic development of Quang Ngai province till 2010 THE PRIME MINISTER Pursuant to the December 25, 2001 Law on Organization of the Government; On the basis of Report No. 235/TTr-UB of February 17, 2004 of the Quang Ngai People's Committee and the opinion of the Planning and Investment Minister in Official Dispatch No. 4866 BKH/TD&GSDT of August 5, 2004, DECIDES: Article 1.- To approve the Adjusted Overall Planning on Socio-Economic Development of Quang Ngai Province till 2010, with the following principal contents: 1. Objectives: a/ To strongly promote economic growth and restructuring along the direction of industrialization and modernization, quickly bring Quang Ngai province out of poverty and underdevelopment to become a province with a relatively high socio-economic development level in the region where many jobs will be created for laborers, hunger will be eradicated, the number of poor households will quickly decline; the level of population income will be higher than the average national level and the quality of the people's material and spiritual life will be step by step improved. b/ To bring into play the human resource advantage, raise the scientific and technological application capacity, build socio-economic infrastructure in response to the renewal requirements, creating firm foundations for socio-economic development in the 2005-2010 period, striving to turn Quang Ngai into an industrially developed province by 2010. c/ To increase economic potentials and firmly preserve defense, political security as well as social order and security. 2. Development viewpoints: a/ Socio-economic development in Quang Ngai province must be associated with the development of the key economic regions in Central Vietnam and across the country. b/ Socio-economic development in the province shall focus on key tasks and follow appropriate steps. c/ Investment shall be concentrated on infrastructure construction. d/ Investment shall be made in developing the province's human resources. e/ Economic development shall be associated with social development, security and defense. 3. A number of major targets: a/ To strive to increase the province's GDP by about 12-13% from now till 2010, with about 10-11% from now till 2005 and about 14-15% in the 2006-2010 period. b/ Per capita GDP: shall reach about VND 5.24 million (according to current price), equal to 63.8% of the average national level, and VND 11.2-12.1 million by 2005 (according to current price) by 2010, equal to around 93.2% of the average national level. c/ Export value shall reach USD 25-30 million by 2005 and about USD 60-70 million by 2010. d/ The population growth rate shall be below 1.1% from now till 2005 and be 1% in the 2006-2010 period. To strive to create each year 28,000- 30,000 new jobs for laborers; the percentage of trained laborers shall reach 28-30%. e/ To reduce the hungry and poor household percentage to below 10% by 2005 and below 5% by 2010 (according to the poverty standard of the 2001-2005 period). By 2005, 100% of urban households and 75% of rural households shall have access to hygienic water, and 90% of rural households shall have access to hygienic water by 2010. f/ Regarding education universalization: by 2005 to complete the universalization of junior secondary education and primary education for children of schooling age in plain rural districts. By 2010 to complete and consolidate the universalization of junior secondary education and primary education for children of schooling age, and carry out universalization of senior secondary education in areas where conditions permit. g/ To strive to reduce the percentage of malnourished (under-five) children to about 30% by 2005 and about 20% by 2010. 4. Orientations for development of socio-economic branches and domains: a/ Industries and cottage and handicraft industries: Industrial development shall be the central task of the province in the coming time. The general orientations are as follows: - To concentrate investment on and speed up the formation and development of Dung Quat economic zone, aiming to create a breakthrough for socio-economic development. - To perfect Tinh Phong and Quang Phu industrial parks; establish Pho Phong industrial park. To build a number of small- and medium-sized industrial clusters in Sa Huynh, Mo Duc, La Ha, Son Hai and some industrial clusters in rural districts and townships where conditions permit. - To concentrate on developing the following industries: + Petrochemical refining and chemicals; + Mechanical engineering, metallurgy, and sea-going ship building; + Mining and construction materials; + Sugar and sugar product processing; + Aquatic, marine and cattle meat product processing; + Consumer goods processing; + Other rural industries with such trades and crafts as manufacture of construction materials, leather products, footwear, garments, processing of food, foodstuff, livestock feeds, restoration and development of a number of traditional handicraft and fine-art articles; + Some support industries in service of Dung Quat economic zone. b/ Agriculture: - To restructure agriculture, gradually reduce the cultivation ratio, increase the ratios of husbandry and agricultural services. By 2010 the cultivation ratio shall be reduced to 55% and husbandry ratio increased to 45%. - To complete the conversion of land under rice cultivation from three rice crops/year to two rice crops/year. - To invest in forming areas of sugar, cassava, rubber, cotton, cashew-nut, paper raw materials… to meet the demands of processing factories. - To apply new scientific, technical and technological advances to all stages of the product production and consumption process. - To encourage development of farm economy, services and processing industries in rural areas. - To improve infrastructures of transport, electricity, irrigation, daily-life water, market networks and other services for the agricultural sector and rural areas. - To form an agricultural belt in service of Dung Quat economic zone. c/ Forestry: To strongly step up intensive forestation, with an average of 5,000- 6,000 hectares to be planted every year. To zone off for regeneration of between 8,000 and 10,000 hectares of forests. To rationally exploit natural and planted forests with between 70,000 and 75,000 m3 a year, mostly from raw-material forests. The forest coverage in the whole province shall reach 35% by 2005 and 45% by 2010. d/ Fisheries: - Exploitation of aquatic and marine products: Total catch shall reach 88,000 tons by 2005 and 100,500 tons by 2010. - Aquaculture: To strongly develop aquaculture in brackish water and fresh water, with aquatic species, particularly prawns, to become a commodity. To strive to reach 3,350 hectares under aquaculture with an output of 8,500 tons by 2010, of which the area under prawn rearing shall be around 3,000 hectares with an output of about 6,500 tons. - To develop fishery logistic services: To complete Sa Huynh, Sa Ky and Tinh Hoa fishing ports; expand Ly Son fishing port and complete Ly Son mooring berth. e/ Trading, export-import and tourist services: - Export value shall reach USD 25-30 million by 2005 and USD 60-70 million by 2010; import value shall reach USD 94 million. - By 2005, to complete the arrangement of market networks, build new markets in district centers, some markets in the centers of mountainous and island commune clusters, expand overburdened markets, eliminate make-shift bazaars, and relocate bazaars from traffic corridors. Between 2006 and 2010 to invest in building new markets and upgrading existing ones. - Tourism: it is forecast that the province shall receive 18,000 foreign visitors and 200,000 domestic visitors in 2005 and 45,000 foreign visitors and over 320,000 domestic visitors in 2010. Projected revenues from tourism shall be VND 90 billion and about VND 300 billion in 2005 and 2010 respectively. To cooperate with big national tourist companies (tourist companies of Hanoi, Ho Chi Minh city) and big regional tourist companies such as Da Nang, Hue, Quang Nam ones, on investing in ecological and historical tourist routes, combining intra-provincial tourist routes with inter-provincial tourist centers and tourist routes as well as other tourist centers across the country; concentrate investment on tourist sites of My Khe, Sa Huynh, Van Tuong, Khe Hai, Ca Dam, Nuoc Trong, etc. - To develop financial, banking and other services. To establish the capital market to attract idle capital from the population, economic organizations and families inside and outside the province. f/ Territory-based development: - Urban development: + The urbanization rate shall increase to 14.3% by 2005 and 18.3% by 2010. + By 2005, Quang Ngai provincial town shall be upgraded to the status of provincial capital and expanded to the northeast of Tra river. By 2010, the provincial capital shall have an economic structure of industry-service-agriculture, then shifted to service-industry-agriculture, with a population of around 148,000. + By 2010, Van Tuong city shall have an area of 2,400 hectares, of which the inner city shall cover 1,682 hectares; and a population of 95,000. In future, it will become one of modern industrial, tourist and service cities in Central Vietnam. + It is planned that Duc Pho township will be built and turned into a provincial town by 2010. + Townships and district capitals shall be built into district centers, exerting impact on socio-economic development in rural areas. - Mountainous areas: covering 6 districts of Tra Bong, Son Ha, Son Tay, Minh Long, Ba To and Tay Tra, accounting for 62.9% of land area and 14.3% of the population of the whole province. Development orientations till 2010 are as follows: + To take agricultural and forestry development as the foundation for socio-economic stabilization and development. To distribute agricultural production along the direction of comprehensive development, formation of concentrated commodity production areas (timber and forest products, cinnamon, sugarcane, cassava, pepper, etc.). + To attach importance to developing industries involving the use of on-spot materials (agricultural and forestry products), such as processing, mechanical repair, manufacture of tools, production of construction materials, services. + To develop education and training, raise the people's intellectual level, train human resources. + To reduce the poverty rate to below 20% by 2005 and below 10% by 2010 (according to the poverty standard of the 2001-2005 period). - Plain, coastal areas and islands: covering 8 district-level administrative units, including Quang Ngai provincial town and 6 plain, coastal rural districts of Binh Son, Son Tinh, Son Nghia, Nghia Hanh, Mo Duc, Duc Pho and Ly Son (an island), accounting for 37.2% of land area and 85.7% of the population of the whole province. Development orientations are as follows: + To effect economic restructuring along the direction of increasing industries and services, modernizing manufacturing industries; and at the same time ensuring comprehensive and firm development of agriculture. + For coastal areas and islands, including coastal communes and Ly Son island district: To develop integrated marine economy, develop aquaculture into a major, spearhead production industry. To step up off-shore exploitation and fishing, develop aquatic and marine culture in coastal tidal water areas and surface water areas. To build and upgrade fishing ports according to planning. To step up the rearing of prawns on sand in coastal sand land areas, ensuring sustainable development and environmental protection. To diversify the plant and animal structure; conduct intensive cultivation of short-term industrial plants, grow vegetables, coconut trees, cashew trees, water melon, maintain areas under high-value garlic and onion on Ly Son island district, raise cows, pigs and poultry. + Plain areas: To stabilize food production areas, create areas specialized in cultivation of industrial plants such as sugarcanes, cassava, groundnuts, soya, cotton, etc. in combination with rearing cows, goats, pigs and poultry. + Midland areas: To concentrate on developing areas under sugarcanes, rubber, cashew trees and fruit trees in combination with forestation and rearing of beef cows and goats. g/ Infrastructure development: - Communications and transport: + Road network: * To prioritize investment in upgrading and completely asphalting inter-district roads. To asphalt or concrete inter-commune roads leading to the centers of mountainous commune clusters and plain commune clusters, step by step concretize commune and village roads. * To coordinate with the ministries and central branches in upgrading national highway 1A, national highway 24, national highway 24B, Doc Soi - Van Tuong section and roads in Dung Quat economic zone. To push ahead the building of Dung Quat port, Song Ve bridge, Da Nang - Quang Ngai, Tra Bong - Dung Quat and Dung Quat - Sa Huynh motorways. * To build and form a network of roads linking different areas of the province. * To develop rural-mountainous communications. + Waterway networks: To dredge the navigational passages of Dai estuary, Kinh Giang river and My A estuary. To upgrade Sa Ky and Ly Son ports; build Ly Son harbor for anchorage and fishing logistic services, Sa Huynh and Tinh Ky fishing ports, Be island gangway. To continue build Dung Quat deep-water seaport, stage I, with an annual capacity of 20-30 million tons. + Railway networks: To coordinate with the railway service in upgrading Quang Ngai station up to the status of municipal station. To build a railway from Doc Soi to Dung Quat port. - Irrigation: + To concentrate on investment in building and upgrading the system of canals and dredging Thach Nham irrigation reservoir; Nui Ngang lake canal, Nuoc Trong reservoir, Tra Khuc river weir, Tra Bong river anti-salinization dam, Chop Vung reservoir and some other irrigation reservoirs and dams. + To step by step invest in Thoa river- My A estuary, Ve river estuary and Tra Bong river anti-flood works. + To invest in preventing landslides along Tra Khuc, Tra Bong, Ve, Tra Cau, Rin rivers and Ly Son island. - Water supply and drainage: + To build a water supply system for Quang Ngai provincial town, stage II, with a capacity of 30,000m3, increased from current 20,000 m3. To supply clean water for mountainous areas, townships and rural areas, for the immediate future to supply water for 4 mountainous townships and all plain districts, with each water supply system having the capacity of 300-500m3/day. + To complete the town's water drainage project, stage I, by 2005 and complete stage II after 2005. To step by step build and perfect the water drainage systems in townships. - Electricity supply and transmission networks: + To coordinate with the ministries, branches and Vietnam National Electricity Corporation in building a 500 kV line running from Pleiku to Dung Quat and Da Nang, to build Dakring hydropower plant (with a capacity of 100MW), the small hydropower project of Nuoc Trong (10MW), and other small hydropower projects at the sources of Tra Khuc and Tra Bong rivers. + By 2010, 100% of households shall have access to electricity. Per capita electricity consumption rate shall reach 250 kWh by 2010. - Post and telecommunications: + To build and develop modern, synchronous and wide telecommunications networks. To strive to build commune post-cultural points in 100% communes and reach 10 telephones per 100 inhabitants by 2010. + To deploy new services such as postal checks, postal insurance, purchase of goods by post, telecommunication, electricity and water supply services. - Social infrastructures: + To build a new provincial general hospital with 600 beds, tuberculosis, psychiatrics and other specialized hospitals at the locations of old hospitals; upgrade malaria and goiter stations, maternal and child healthcare centers, district and township health centers. + To upgrade, expand the existing junior and senior secondary and vocational training schools and build new ones. 25% of primary schools and 15% of junior and senior secondary schools shall reach national standards by 2005 and 82% of senior secondary schools, 85% of junior secondary schools and 85% of primary schools shall reach national standards by 2010. + To build a new high-quality job-training school with the financial aid of the Republic of Korea according to the direction of the Prime Minister. + To upgrade the Pedagogic College, Community College and Intermediate-Level Medical School. To build Pham Van Dong University, two high-level job- training schools in Dung Quat and Quang Phu. + To build a new physical training and sport center in Van Tuong; upgrade the provincial stadium. To step by step upgrade and build physical training and sport centers in rural districts and towns. + To continue investing in building social welfare facilities such as radio and television broadcasting centers, museums, squares, systems of parks, cultural establishments and a commemorative house for comrade Pham Van Dong. h/ To develop social domains: - Population, labor and employment: + To raise comprehensively the physical strength of laborers and, first of all, improve nutrition (to reach the norm of 2,400 kcal/day/person by 2005 and 2,800 kcal/person/day by 2010). + To develop trades and crafts to attract laborers into industries and services. To continue implementing the job generation program effectively; create conditions regarding capital, environment, experience and market information for laborers through agricultural, forestry and fishery promotion programs. - To continue hunger eradication and poverty reduction through the hunger eradication and poverty reduction program and the province's socio-economic development programs so as to achieve the set objectives. - Education and training: + For preschool education: To strive for 46% of children aged between 3 and 5 years going to school by 2005 and 67% by 2010; of whom 95% of children aged 5 years by 2005 and 99% by 2010. + For primary education: To strive for 93% of children aged between 6 and 11 years going to school by 2005 and 95% by 2010. + For junior secondary education: To strive for 50% of children aged between 11 and 16 years going to school by 2005 and 60% by 2010. + For senior secondary education: To strive for 30% of children aged between 16 and 18 years going to school by 2005 and 35% by 2010. + The percentage of pupils who have general vocational training shall reach 46% and the percentage of laborers of eligible age having job training shall be 15% by 2005 and 18-20% by 2010. To formulate a scheme on job-training development in service of Dung Quat economic zone. - Healthcare development: + To well perform the preventive medicine work, develop the hygiene for disease prevention and environmental protection programs. To deploy national programs on healthcare, primary healthcare, medical examination and treatment for people, step by step promote the socialization of the medical work and community healthcare in, for the immediate future, towns, townships and plain rural communes. + To strive for 100% of communes having health stations by 2005, 70% of communes having medical doctors and 100% by 2010. + To strengthen the medical network from the provincial to grassroots level; raise the professional qualifications and the sense of responsibility for health workers; closely combine modern medicine with traditional medicine. - Culture, information, physical training and sports: + To build cultural and information centers in rural districts, townships, commune post and cultural points, increase the percentage of households having access to Vietnam radio and television, conserve and develop national cultural heritages, historical and revolutionary relics, and famous landscapes. + To make sport activities a routine in offices, schools and population quarters. To increase the percentage of people regularly doing physical exercise and participating in sport activities to 25% by 2005 and 30% by 2010. 5. Major solutions: - To mobilize to the utmost all resources inside and outside the province for investment in socio-economic development to realize the orientation and objectives set by the Planning. - To highly promote the creativity, dynamism and initiative of grassroots economic units, coordinate in a uniform, orderly and disciplinary manner the management and administration by various branches and levels of activities in the province. - To promulgate and concretize policies suitable to the situation of Quang Ngai province, especially measures to stimulate savings for investment, to develop production and stimulate social consumption; step by step remove obstacles and difficulties in agricultural and industrial production, aquaculture, tourism, export and import, market expansion and human resource training. - To enhance effective management and administration, better promote the political and material responsibilities of organizations and individuals in all branches, at all levels and in all enterprises. - In order to materialize the planning, apart from the general solutions mentioned above, the following specific solutions should be implemented: + To mobilize investment sources: To concentrate all investment capital sources from the State budget, make use of ODA capital sources and concurrently exploit and mobilize capital sources from the land funds through auctioning land and bidding projects in order to concentrate on building infrastructures to achieve the province's socio-economic development objectives. + To continue supplementing mechanisms and policies to encourage economic sectors and enterprises to invest in developing production and building infrastructures according to the socio-economic development objectives. + To continue creating a favorable environment to attract foreign direct investment capital with a view to increasing the province's economic development capability and at the same time well perform the application of technical advances and technology transfer. + To develop scientific and technological potentials, train and re-train human resources; step up socialization in the cultural, sport, healthcare and education domains. + To increase investment in and renovation of equipment and technology in association with training and re-training of laborers to be fully capable of absorbing advanced science and technology. + To continue promulgating and supplementing a number of preferential regimes and policies for excellent students and officials moving from elsewhere to work for a long time in Quang Ngai and provide preferential treatment for competent officials in the province. + To strongly step up the training and re-training of public employees and business managers to meet the industrialization and modernization requirements and to be able to absorb scientific, managerial, technological and market advances for active international economic integration. + Market policies: To continue attaching importance to the domestic market, particularly the central Vietnam and Central Highland markets; at the same time to attach importance to, and raise the purchasing power of, the market in the province, step by step form market centers according to each stage of development in urban as well as rural areas. + To consolidate and expand the existing overseas market in parallel with seeking new markets through renewing technology, improving the product quality, designs and packings, reducing costs and creating new products. + To promote cooperation, joint venture and association and coordinate development with other provinces and cities in the region and across the country, which will be concretized into specific schemes and projects with objectives, contents and implementation steps in the service, tourist, trade, human resource training, and investment cooperation domains. + Regarding administrative reforms and thrift practice policies: To continue reforming the State apparatus along the direction of streamlining, cleanness and competence; enhance administrative discipline as well as individual responsibility, and implement the one-door mechanism in all branches and at all levels. Article 2.- The People's Committee of Quang Ngai province has the following tasks: 1. On the basis of this Decision, the provincial People's Committee should make public the Planning, study and concretize the objectives and deploy their realization through socio-economic development programs and investment projects in accordance with the Planning; to work out long-term, medium-term and short-term plans for effective management and administration, avoiding unfocused investment. In the course of implementing the Planning, it should regularly update the situation and report in time to competent authorities on any addition or adjustment as may be appropriate. 2. To take initiative in coordinating with the ministries, the ministerial-level agencies and the Government-attached agencies in studying and proposing the Prime Minister to promulgate mechanisms and policies suitable to the conditions of Quang Ngai province in order to encourage various economic sectors to invest in developing production, business and services, expand market, actively integrate into the international economy, protect security and defense, efficiently use capital sources for realizing the socio-economic objectives stated in Article 1 of this Decision. 3. To renew organization and management and carry out administrative reforms, step by step create a favorable condition to promote domestic and foreign investment, bring into full play the potentials and strengths of Quang Ngai province so as to step by step promote positive factors and restrict negative ones of the market mechanism in the integration and development process. 4. To direct concentrated and focused investment in order to quickly bring about practical benefits; prioritize investments in building technical and social infrastructures, thereby generating a motive force for all branches and domains to develop. 5. To raise the operational efficiency of the managerial apparatus of local administrations at all levels along with renewing the arrangement of key personnel; build and perfect the systems of regulations and policies, concretize the task assignment and responsibility decentralization in order to enhance the responsibilities of individual managers and managerial apparatuses as well. Article 3.- The ministries, the ministerial-level agencies and the Government-attached agencies shall base themselves on their respective functions and tasks to coordinate with the People's Committee of Quang Ngai province in concretizing the approved branch plannings into programs and investment projects in the province, creating conditions for the province to achieve the set objectives. Article 4.- This Decision takes effect 15 days after its publication in the Official Gazette. Article 5.- The president of the People's Committee of Quang Ngai province, the ministers, the heads of the ministerial-level agencies and the heads of the Government-attached agencies shall have to implement this Decision./.
