DECISION No. 1836/2004/QD-BTM OF DECEMBER 9, 2004 PROMULGATING THE 2005 LISTS OF NATIONAL KEY TRADE PROMOTION COMMODITIES AND MARKETS THE MINISTER OF TRADE Pursuant to the Government’s Decree No. 29/2004/ND-CP of January 16, 2004 defining the functions, tasks, powers and organizational structure of the Ministry of Trade; Pursuant to the Government’s Resolution No. 05/2002/NQ-CP of April 24, 2002 on a number of solutions to the implementation of the 2002 socio-economic plan; Pursuant to the Trade Minister’s Decision No. 0104/2003/QD-BTM of January 24, 2003 promulgating the Regulation on formulation and management of the national key trade promotion programs, DECIDES: Article 1.- To promulgate together with this Decision the following lists: - List A: The 2005 national key trade promotion commodities. - List B: The 2005 national key trade promotion markets. Article 2.- The 2005 trade promotion programs proposed by the ministries, the ministerial-level agencies, the commodity-line associations or the commodity-line corporations, which meet the conditions prescribed in the Regulation on formulation and management of the national key trade promotion programs, promulgated together with the Trade Minister’s Decision No. 0104/2003/QD-BTM of January 24, 2003, and are on the lists of key commodities and markets in the following combination order, shall be evaluated with priority and submitted by the Ministry of Trade to the Prime Minister for approval: - Export of key commodities (List A) to key markets (List B); - Export of key commodities (List A) to other markets (outside List B); - Export of all commodities, including those not on List A, to countries on List B. Article 3.- This Decision takes effect 15 days after its publication in the Official Gazette. For the Trade Minister Vice Minister LUONG VAN TU LIST A THE 2005 NATIONAL KEY TRADE PROMOTION COMMODITIES (Promulgated together with the Trade Minister’s Decision No. 1836/2004/QD-BTM of December 9, 2004) 1. Aquatic products 2. Rice 3. Tea 4. Coffee 5. Rubber and rubber products 6. Pepper 7. Cashew nuts 8. Vegetables, fruits and processed vegetables and fruits 9. Textiles and garments 10. Footwear 11. Timber products 12. Handicraft and fine-art articles 13. Electric, electronic and informatics (including software) products 14. Plastic products 15. Mechanical products 16. Pork and processed foodstuff 17. Construction materials, porcelain and china 18. Other commodities: first-time export commodities; commodities exported after a period of interruption; commodities for export only which cannot be consumed at home, or which can be exported to only one country and need be exported to other countries; specially urgent commodities, to be additionally publicized. LIST B THE 2005 NATIONAL KEY TRADE PROMOTION MARKETS (Promulgated together with the Trade Minister’s Decision No. 1836/2004/QD-BTM of December 9, 2004) 1. Asian-Pacific markets - China (including Hong Kong) - The Republic of Korea - Japan - Australia and New Zealand - Taiwan - ASEAN countries - Mongolia 2. European markets - The EU - Community-of-independent state (CIS) countries - Countries from former Yugoslavia 3. American markets - The United States of America - Canada, Mexico - Brazil, Chile - Argentina 4. African-Southwestern Asian markets - South Africa - Egypt - Pakistan - Saudi Arabia - India - Algeria - Kenya - Iraq 5. New markets or specially urgent markets, to be additionally publicized.-
