DECISION No. 38/2004/QD-TTg of March 17, 2004 on policy to provide funding as support for families and individuals that nurture orphans and abandoned children This Decision prescribes the policy to provide funding as support for families and individuals nurturing orphans and abandoned children (referred collectively to as orphans) who no longer have anyone to bring them up under the provisions of the marriage and family legislation or have such persons who are, however, incapable of nurturing them. It also prescribes conditions for families and individuals to nurture orphans; responsibilities and interests of such families and individuals; and responsibilities of provincial/municipal People's Committees of localities where such families and individuals reside. This Decision takes effect 15 days after its publication in the Official Gazette.- (Summary)
