DECISION No DECISION No.2629/1997/BYT-QD OF DECEMBER 13, 1997 ISSUING THE LIST OF FOOD COMMODITIES SUBJECT TO THE 1998 QUALITY REGISTRATION THE MINISTER OF HEALTH Pursuant to Article 7, Chapter II of the Law on Protection of People's Health and the Hygiene Regulation issued together with Decree No.23-HDBT of January 24, 1991; Pursuant to Decree No.68-CP of October 11, 1993 of the Government on the functions, tasks, powers and organizational structure of the Ministry of Health; Pursuant to Clause 1, Article 4 of Decree No.86-CP of December 8, 1995 of the Government on the assignment of responsibilities for State management over goods quality and Inter-ministerial Circular No.07/TTLB of July 1st, 1996 of the Ministry of Health and the Ministry of Science, Technology and Environment guiding the implementation of Decree No.86-CP of December 8, 1995; At the proposal of the Director of the Department of Preventive Medicine under the Ministry of Health, DECIDES: Article 1.- To issue together with this Decision the "List of food commodities subject to the 1998 quality registration" (attached list). Particularly for the list of aquatic food commodities subject to the 1998 quality registration, Decision No.1606/QD-TDC of October 21, 1997 of the Minister of Science, Technology and Environment issuing the list of commodities subject to the 1998 compulsory quality registration shall apply. Article 2.- Organizations and individuals of all economic sectors engaged in production, processing and/or import food commodities specified in the list issued together with this Decision shall have to make goods quality registration as prescribed. Article 3.- This Decision takes effect from January 1st, 1998. The previous stipulations which are contrary to this Decision's provisions are now annulled. Article 4.- The Department of Preventive Medicine shall have to organize and inspect the implementation of this Decision. Article 5.- The head of the Office, the Directors of the Department of Preventive Medicine and the Departments under the Ministry of Health, the Directors of the Health Services of the provinces and cities directly under the Central Government shall have to implement this Decision. The list of food commodities subject to the quality registration is arranged in a table with three main columns, in which: * The first column specifies four-digit code numbers as commodity group headings which may be added with 2 or 4 more numerals (more concrete guides to commodity sub-heading), corresponding to commodities specified in the second column - commodity items announced by the General Department of Statistics with a view to creating harmony and convenience for commodity exchange and State management. In case of any terminological difference between the above-said commodity names and those defined in the Vietnamese Standard, the quality registration using the Vietnamese Standard's terminology shall be encouraged. * Prescribed in the third column is the basis for quality registration that includes the Vietnamese standards and the commodity quality regulations issued by the specialized management minitries, in which: 2.
