DECISION No DECISION No.1021-TTg OF DECEMBER 1st, 1997 ON SETTING UP WORKING TEAMS FOR RESTRUCTURING STATE ENTERPRISES IN HANOI AND HO CHI MINH CITY THE PRIME MINISTER Pursuant to the Law on Organization of the Government of September 30, 1992; In furtherance of the Resolution of the Government's September 1997 regular meeting (on September 10 and 11, 1997); At the proposal of the Chairman of the Central Steering Committee for Enterprise Reform, DECIDES: Article 1.- To set up two working teams to assist the Prime Minister in directing the elaboration and guiding the implementation of the overall plan for restructuring State enterprises in Hanoi and Ho Chi Minh City. Article 2.- The two working teams shall be placed under the direct management of Deputy Prime Minister Ngo Xuan Loc. The working team for restructuring State enterprises in Hanoi shall be led by the Minister of Construction as its head and the President of the Hanoi People's Committee as its deputy head. The working team for restructuring State enterprises in Ho Chi Minh City shall be led by the Minister of Industry as its head and the President of the Ho Chi Minh City People's Committee as its deputy head. The Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Industry, the Ministry of Construction, the Ministry of Communications and Transport, the Ministry of Agriculture and Rural Development, the Ministry of Trade and the Central Steering Committee for Enterprise Renovation shall each appoint two officials of the vice-ministerial level as members of the two above-said teams. Article 3.- The working team for restructuring State enterprises in each city shall be assisted by a group of full-time experts, including: a Vice President of the municipal People's Committee, a departmental-level officials of the ministries and agencies mentioned in Article 2 of this Decision. The head of the full-time expert group shall be appointed by the head of the working team. Article 4.- The heads of the two working teams, the ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government having State enterprises located in Hanoi and Ho Chi Minh City shall have to coordinate with one another in studying the plans for continued restructure of State enterprises in their localities in conformity with the principle of consistency between branch and territorial plannings. Article 5.- The plans for restructuring those State enterprises attached to the municipal administration must be commented by the Standing Board of the Municipal Party Committee, the plans for restructuring State enterprises in Hanoi and Ho Chi Minh City of the ministries, the ministerial-level agencies and the agencies attached to the Government must be commented by the heads of such agencies. Article 6.- The plans for restructuring State enterprises in the two cities must be finalized before June 30, 1998. Article 7.- This Decision takes effect after its signing. The working teams for restructuring State enterprises in the two cities shall be dissolved after fulfilling their tasks. The working teams for restructuring State enterprises, the ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government, the presidents of the People's Committees of Hanoi and Ho Chi Minh City shall have to implement this Decision.
