DECISION No DECISION No.743-TTg OF NOVEMBER 14, 1995 OF THE PRIME MINISTER APPROVING THE MASTER PLAN FOR NARCOTICS PREVENTION, COMBAT AND CONTROL THE PRIME MINISTER Pursuant to the Law on Organization of the Government of September 30, 1992; Proceeding from Decree No.15-CP of March 2, 1993, on the tasks, powers and State management responsibility of the Ministries and Agencies at ministerial level; In consideration of the proposal of the Minister-Chairman of the Committee on Ethnicity and Mountainous Areas and Chairman of the National Program for Narcotics Prevention, Combat and Control embodied in Note No.621-UB/CTQG of September 18, 1995 requesting approval of the master plan for narcotics prevention, combat and control in Vietnam, DECIDES : Article 1.- To approve the master plan for narcotics prevention, combat and control, with the following contents: 1. The overall objectives: To step by step reduce drug abuse, prevent drug abuse leading to contraction of HIV/AIDS; gradually reduce and eventually abolish the culture of opium poppy; control closely in order to prevent the illegal production, transport, traffic, stockpile and use of drug; manage closely the legal production and trade of chemical and pharmaceutical products which contain narcotic substances; and promote international cooperation in the field of narcotics control. 2. The program of action for the 1996-2000 period: - To strengthen the conduct and management of the National Program for Narcotics Prevention, Combat and Control (hereafter abbreviated as NPNPCC-06/CP). - To perfect the system of laws on narcotics prevention, combat and control; to accede to International Conventions on Narcotics. - To control the sources for narcotics supply. - To step up measures against drug trafficking. - To prevent and combat against drug abuse, and step up activities for treatment and rehabilitation of drug addicts. - To promote international cooperation in narcotics control. 3. The priority projects for technical cooperation: - To promote the capacity of the agencies in charge of planning and coordinating the implementation of NPNPCC-06/CP. - To conduct a pilot program on socio-economic development in Ky Son district, Nghe An province, with a view to determining alternatives for opium poppy culture. - To increase capabilities in narcotics control and seizure of drug trafficking. - To prevent and combat against drug abuse and its harmful consequences among high-risk groups. - To provide education on prevention and combat against drug abuse in schools. - To analyze the state of drug abuse in the country and to train professional personnel for treatment and functional rehabilitation of drug addicts. 4. The fund for implementation (1996-2000 period): - The fund from the State budget for the NPNPCC-06/CP is 159,175,000,000 VND. - The fund from foreign sources: 15,975,000 USD. Article 2.- To assign to the Committee on Ethnicity and Mountainous Areas, the permanent body of the NPNPCC-06/CP, to take charge of and coordinate the activities of the member agencies of NPNPCC-06/CP to implement the master plan for narcotics prevention, combat and control. Article 3.- This decision takes effect as from the date of signing. Article 4.- The Minister-Chairman of the Committee on Ethnicity and Mountainous Areas, Chairman of the NPNPCC-06/CP, the Minister of Planning and Investment, the Minister of Finance, the Heads of the concerned Ministries and Branches, and the Presidents of the People's Committees of the provinces and cities directly under the Central Government, are responsible for implementing this Decision.
