DECISION No DECISION No.152-TTg ON THE 11TH OF MARCH, 1995 OF THE GOVERNMENT ON THE ESTABLISHMENT OF THE STEERING COMMITTEE FOR RESEARCH ON PERFECTING THE TAXATION POLICY SYSTEM THE PRIME MINISTER Pursuant to the Law on Organization of the Government on the 30th of September, 1992; To meet the demand for perfecting the taxation policy system to better conform with the situation and requirement of socio-economic management in the coming time; At the proposal of the Minister of Finance, DECIDES : Article 1 .- To establish the Steering Committee for Research on Perfecting the Taxation Policy System under the Government, consisting of : 1. Mr. Phan Van Khai, Deputy Prime Minister, Chairman, 2. The Minister of Finance, Vice Chairman, 3. Mr. Tran Xuan Thang, General Director of the General Department of Taxation, Standing Member, 4. Mr. Truong Dinh Tuyen, Vice Minister of Trade, Member, 5. Mr. Tran Xuan Gia, Vice Chairman of the State Planning Committee, Member, 6. The Vice-Chairman of the State Committee for Cooperation and Investment, Member, 7. Mr. Phan Van Dinh, General Director of the General Department of Customs, Member, 8. Mr. Le Van Toan, General Director of the General Department of Statistics, Member, 9. Mr. Nguyen Ngoc Tuan, Vice Chairman of the Government Price Commission, Member, 10. A member of the Advisory Board for the Economic and Administrative Reform Project under the Government Office, Member. Experts of the member ministries, who are qualified to participate in the research on the elaboration of policies and the compilation of each kind of tax, shall assist the Steering Committee in perfecting the taxation policy system. Article 2 .- The Steering Committee for Research on Perfecting the Taxation Policy System shall have the following powers and tasks : 1. To research on and develop an overall scheme for perfecting the taxation policy system to better conform with the country's socio-economic situation and tasks, and submit it to the Government for approval. 2. To set up teams for research on and elaboration of the plans of perfecting each kind of tax according to the overall scheme approved by the Government. 3. To organize seminars and surveys at home and abroad, invite experts to help in their research on perfecting the taxation system; publicize the overall scheme and each tax for public comments before submitting them to the competent authorities. 4. The Ministry of Finance shall fund and create favorable conditions for the work of the Steering Committee for Research on Perfecting the Taxation Policy System. Article 3. - This Decision takes effect from the date of its signing till the adoption of a new taxation system by the National Assembly. Article 4 .- The Ministers, the Heads of the ministerial-level agencies and agencies attached to the Government, and the Presidents of the People's Committees of the provinces and cities directly under the Central Government shall have to create favorable conditions for the Steering Committee for Research on Perfecting the Taxation Policy System to implement its assigned tasks, and the above-named persons shall be responsible for implementing this Decision.
