OFFICIAL GAZETTE OFFICIAL GAZETTE No. 12 (31-3-2000) THE GOVERNMENT Resolution No.04/2000/NQ-CP of March 1, 2000 on the Government�s February 2000 regular meeting The Government held its regular meeting on February 23-24, 2000, where: - It heard the reports on the restructure and development of State enterprises, including "the project on further renewal and development of State enterprises", "the project on handling and settlement of debts", and "the project on settlement of redundant labor in the course of restructuring the State enterprises". The Government assigned the Central Committee for Renewal of Enterprise Management to assume the prime responsibility and coordinate with the relevant ministries and branches in finalizing the overall project on "further restructure and development of State enterprises". - It examined the report on the 2000-2005 program of action against prostitution, presented by the Minister of Labor, War Invalids and Social Affairs; the report on the national program on drug prevention, fight and control in the 2000-20005 period, presented by the Ministry of Public Security. The Government assigned the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Public Security to assume the prime responsibility and coordinate with the relevant ministries and branches in finalizing these two draft programs then submitting them to the Prime Minister for consideration and promulgation in March 2000. - It heard the Minister of Planning and Investment presenting the Bill on Amendments and Supplements to a Number of Articles of the Law on Foreign Investment in Vietnam, which aims at raising the competitiveness and attracting foreign investment capital sources into the country; perfecting the legal corridor and promptly removing obstacles for foreign invested enterprises operating in Vietnam, thus creating the equality between foreign and domestic invested enterprises. - It heard the Minister-Director of the Government�s Office presenting the report and sum-up of the cabinet members� comments on the Bill on Amendments and Supplements to a Number of Articles of 1993 Vietnam Petroleum Law, which has revealed certain limitations and requires appropriate amendments and supplements in order to create favorable conditions and attraction for foreign investment to boost oil and gas exploitation and production in Vietnam. - It heard the Minister of Planning and Investment presenting the report on socio-economic situation in February 2000, and requested the ministries, branches and localities to take initiative in seeking solutions to raise the production and business efficiency as well as product consumption and export, especially to remove difficulties for rice export; closely monitor the price situation and apply necessary measures right from the beginning of the year in order to prevent the deflation phenomenon; direct and organize the timely implementation of the Government�s decrees guiding the implementation of the Enterprises Law, continue the re-examination of permits and licenses and propose the Government to annul those permits which were issued in contravention of the provisions of the Enterprises Law; and immediately apply measures in support of people in the flood-stricken central provinces.- (Summary)
