DECISION Approving the projects under the program of action against trafficking in Women and Children from 2005 to 2010 THE PRIME MINISTER Pursuant to the December 25, 2001 Law on Organization of the Government; At the proposal of the Minister of Public Security, the Minister of Labor, War Invalids and Social Affairs, the Minister of Justice and the President of the Central Vietnam Women's Union, DECIDES: Article 1.- To approve the projects under the Program of Action Against Trafficking in Women and Children from 2005 to 2010, including the following four projects (enclosed with this Decision): 1. Project 1: Communication and education in communities on prevention and combat of trafficking in women and children. Key implementing agency: The Central Vietnam Women's Union The project will focus on communication and education on policies and laws on and raising of public awareness about prevention and combat of trafficking in women and children. 2. Project 2: Combat of trafficking in women and children Key implementing agencies: The Ministry of Public Security and the Border Guard Command. The project will focus on prevention, stop, detection, investigation and handling of trafficking in women and children; the Ministry of Public Security will implement the project in the inland (sub-project 1) and the Border Guard Command will implement the project (sub-project 2) in border areas. 3. Project 3: Reception of and support for returning women and children being victims of trafficking. Key implementing agency: The Ministry of Labor, War Invalids and Social Affairs. The project will focus on reception, repatriation of and support for community reintegration of returning women and children being victims of cross-border trafficking. 4. Project 4: Formulation and perfection of the system of legal documents concerning prevention and combat of trafficking in women and children. Key implementing agency: The Ministry of Justice. The project will focus on study, formulation and perfection of legal documents concerning prevention and combat of trafficking in women and children. Article 2.- The projects will be implemented from 2005 to 2010 in the following two stages: - Stage I: from 2005 to 2007. - Stage II: from 2008 to 2010. Article 3.- Budgets for implementation and organization of implementation of the projects under the Program of Action Against Trafficking in Women and Children: - Implementation budgets: + From the central budget and local budgets. + From other lawful funding sources at home and abroad, community contributions and international financial supports. + Implementing ministries and branches shall coordinate with the Ministry of Finance and the Ministry of Planning and Investment in arranging budgets in annual plans for implementation of the projects according to schedule. - Ministries, branches and mass organizations assigned to implement the projects shall be responsible for collaborating with concerned ministries, commissions, branches and mass organizations at the central level and People's Committees of provinces and centrally run cities in organizing the implementation of the projects already approved by the Prime Minister. Article 4.- This Decision takes effect 15 days after its publication in "CONG BAO." Article 5.- To assign the standing body of the Government's Steering Committee 130/CP to supervise and urge the implementation of the above-said projects, periodically sum up and report it to the Prime Minister. Ministers, heads of ministerial-level agencies, heads of Government-attached agencies, and presidents of the People's Committees of provinces and centrally-run cities shall have to implement this Decision.
