Resolution 12/1999/NQ-CP

RESOLUTION No Resolution No.12/1999/NQ-CP of November 5, 1999 on the Government�s October regular meeting The Government held its October regular meeting on November 1-2, 1999 to discuss and resolve the following issues: - To hear a report on foreign direct investment (FDI) situation and measures to attract FDI in Vietnam, presented by the Minister of Planning and Investment; a report on the situation of development of Vietnam�s industrial parks in the 1991-1999 period, presented by the Head of the Board for Management of Vietnam�s industrial parks. Over the past 10 years, the FDI as well as construction and operation of industrial parks have contributed an important part to the national economic development, adding capital sources to development investment, exploiting and raising the use efficiency of domestic sources, contributing to the economic restructure, raising the production capacity, boosting export and creating jobs for laborers... However, there still remain shortcomings and weaknesses in the field of foreign direct investment and management of industrial parks, especially regarding the planning, forecast and State management, which should be promptly overcome so as to raise the efficiency of investment activities for the national economic development. - To hear a report on the draft Ordinance on the Execution of Civil Judgements (amended). To assign the Ministry of Justice to finalize the draft ordinance and submit it to the Prime Minister for decision on its further submission to the National Assembly Standing Committee. - To hear a report on the draft Ordinance on the Care of the Elderly. To assign the Ministry of Labor, War Invalids and Social Affairs to finalize the draft ordinance and submit it to the Prime Minister for decision on its further submission to the National Assembly Standing Committee. - To unanimously approve 11 draft decrees and assign the Government�s Office to finalize these drafts before submitting them to the Prime Minister for signing for promulgation in November 1999. They include: 1. The draft Decree detailing the implementation of the Law on Water Resources; 2. The draft Decree on forestrial land assignment and leasing to organizations, family house-holds and individuals for stable and long-term use for forestrial purposes; 3. The draft Decree on financial regime for credit institutions; 4. The draft Decree on gold trading management; 5. The draft Decree on secured transactions registration. 6. The draft Decree on the amendments and supplements to Decree No. 06/CP of January 20, 1995 on labor safety and labor hygiene; 7. The draft Decree on the amendments and supplements to Decree No. 58/CP of October 3, 1996 on the granting of work permits to foreigners working at enterprises and organizations in Vietnam. 8. The draft Decree on securing loans of credit institutions. 9. The draft Decree detailing the implementation of the Ordinance on the protection of traffic projects regarding the river-way traffic projects. 10. The draft Decree detailing the implementation of the Ordinance on the protection of traffic projects regarding the land traffic projects. 11. The draft Decree on cooperation with foreign countries in the field of medical examination and treatment, education, training and scientific research. To discuss a number of contents of the Decree on secured transactions; to assign the Ministry of Justice in coordination with the Government�s Office and the concerned agencies to finalize the draft decree before submitting it to the Prime Minister for signing for promulgation in November, 1999. To discuss a number of contents of the Decree on Vietnamese citizens� entry and exit. - To hear the reports of the concerned ministries on the preparation for election of the People�s Councils at all levels; the situation of implementing the regime of 40 hour-working week; the situation of overcoming Y2K incident; the socio-economic situation in October and the past 10 months of 1999; and the inspection and settlement of complaints and denunciations in the third quarter of 1999.- (Summary)
