DECISION Approving the master plan on construction of Vung Tau city, Ba Ria-Vung Tau province, till 2020 THE PRIME MINISTER Pursuant to the December 25, 2001 Law on Organization of the Government; Pursuant to the November 26, 2003 Construction Law and the Government's Decree No. 08/2005/ND-CP of January 24, 2005, on construction planning; At the proposals of the Construction Minister (in Report No. 54/TTr-BXD of July 28, 2005), and of the People's Committee of Ba Ria-Vung Tau province (in Official Letter No. 5112/UBND-VP of September 7, 2005), on the approval of the adjusted master plan on construction of Vung Tau city, Ba Ria ' Vung Tau province, till 2020, DECIDES: Article 1.- To approve the adjusted master plan on construction of Vung Tau city, Ba Ria-Vung Tau province, till 2020 with the following principal contents: 1. Scope and scale: It covers the whole administrative boundaries of the city with a total area of 14,012 hectares. 2. Characteristics: Vung Tau city is an economic, cultural and public service center and an important exchange hub of the eastern South Vietnam region, the southern key economic region and Ba Ria-Vung Tau province; is a tourist, maritime service, port development and petroleum service center of the whole country; and occupies an important position in terms of security, defense and marine environment protection. 3. Population size: - By 2010: The population of the whole city shall be around 350,000, of which the population of the inner city shall be around 320,000. - By 2020: The population of the whole city shall be around 500,000 with an urbanization rate of 100%. 4. Construction land area: - By 2010: The construction land area shall be around 5,467 hectares with a norm of 156 m2/person, of which the land area for civil use shall be around 2,744 hectares with a norm of 78 m2/person. - By 2020: The construction land area shall be around 9,903 hectares with a norm of 198 m2/person, of which the land area for civil use shall be around 4,640 hectares with a norm of 93 m2/person. 5. Orientations for spatial development and urban architecture and landscape: a/ Urban development directions: + To the northwest, where the western coast stretches to Long Son - Go Gang area: To develop industry, ports and satellite urban centers of the city; + To the east-northeast: To develop sea tourism and satellite urban centers east of Long Hai and Phuoc Tinh areas, linked with the coastal tourist zone of Ba Ria ' Vung Tau; + To the north: In the area for protection of submerged river-canal eco-system, the suburban areas of the city and the area linking two urban centers of Vung Tau and Ba Ria. b/ Functional quarters: - Population quarters (2,565 hectares) include: + The central urban quarters (south of the airport), which shall be located in wards No. 1, 2, 3, 4, 5, 6, 7, 8 and Thang Tam ward (630 hectares), and renovated, refurbished and closely managed in terms of planning and architecture and for protection of valuable historical-architectural heritages and landscapes, with a population of around 160,000-180,000. + Newly developed quarters include: Chi Linh - Phuoc Thang area (1,060 hectares, consisting of Chi Linh - Rach Ba; Rach Ba - Cau Chay and Cau Chay - Ong Tu quarters) shall be located in wards No. 9, 10 and 11 and Thang Nhat ward, and developed under the planning and projects in harmony with residential high-rises, with a population of around 190,000-210,000. The ecological quarter at the access to the city ' Northern Phuoc Thang shall be located in ward No. 12 (250 hectares), where residential low-rises shall be developed in suitability with particular characteristics of the coastal region and the natural ecosystem shall be protected, with a population of around 22,000-25,000. Long Son quarter shall be located in Long Son island of Long Son commune (375 hectares), where residential high-rises and low-rises and models of agricultural villages shall be developed, with a population of around 50,000-60,000. Go Gang quarter shall be located in Go Gang island of Long Son commune (250 hectares), where low residential houses shall be developed to accommodate a population of around 25,000, including some 8,000-10,000 fishermen. - Tourist sites and resorts (1,150 hectares) include Bai Truoc ' Bai Sau ' Bien Dong tourist sites (220 hectares) and Chi Linh ' Cua Lap (470 hectares); Vung Tau ' Paradise Entertainment Center (200 hectares); and the ecological tourism area of Cua Lap lake (260 hectares). Besides, natural beautiful landscapes of Cua Lap lake and forestry gardens, including: sand hillocks and poplar forests along route 51C (110 hectares), forestry gardens of Nui Lon (610 hectares), Nui Nho (198 hectares) and Nui Nua (240 hectares) shall also be exploited for tourism in combination with Long Son village and Cua Lap submerged ecological area (4,109 hectares). - Industrial parks, warehouses and ports (1,710 hectares): + Ben Dinh industrial and maritime service zone (30-50 hectares); + Dong Xuyen industrial park (160 hectares); + Long Son industrial park (500-600 hectares) which consists of an oil refinery (400 hectares), supporting industries' area (100 hectares) and shipbuilding industry area (100 hectares); + The local industry, cottage industry and handicraft zone in Phuoc Thang (160 hectares); + The fish port, fish wharf and marine product-processing zone in Go Gang (around 250-300 hectares, including reserve land for development); + The local industrial zone near Dong Xuyen industrial park (30 hectares); + Sao Mai ' Ben Dinh multi-purpose port (245 hectares); + Ben Dinh port and oil and gas service area (100 hectares); + Cat Lo port area (50 hectares); + Cu Lao Tau oil depot (15 hectares). - The system of urban centers (272 hectares), including: + The administrative, cultural, commercial service and tourist center of the city (90 hectares), which shall be located in Bai Truoc area and linked with road 51B; + Chi Linh ' Phuoc Thang new urban center, which shall be a commercial, cultural, sport and tourist center (110 hectares) and located in the area where road 51B starts; + A general service center (42 hectares), which shall be located in Long Son island; + Local centers, including centers of Ben Dinh, Chi Linh, wards No. 7 and 10 and Hai Dang ward, shall be residential quarter-level public service centers (30 hectares). - Specialized centers (258 hectares), including: + A commercial, financial service, banking, fair and conference center (125 hectares), which shall be located in the area of the existing Vung Tau airport (completed after 2010); + Training centers including the people-founded university, community university and tourist school (50 hectares), which shall be located in Phuoc Thang new urban center; + Healthcare and convalescent centers consisting of hospitals and convalescent homes, which shall be located in Phuoc Thang new urban center and tourist sites; + An aviation service center (30 hectares), which shall be located in Go Gang; + Specialized office quarters (53 hectares), which shall be located in Phuoc Thang; - Security and defense quarters (120 hectares) shall have their areas and positions remaining unchanged; in addition, Naval Fleet 125 shall be allotted 40 hectares in Long Son island. - The system of greenery, water surface areas and parks (640 hectares), including: + Bau Trung cultural-sport park (230 hectares); + Bau Sen cultural park (60 hectares); + Rach Ba park and a conditioning lake (100 hectares); + Phuoc Thang central park in Cau Chay (70 hectares); + Long Son central park (180 hectares). There is also a greenery and park system in eco-tourist sites and forestry gardens. + Areas reserved for development and urban vicinities, including: the city's suburban areas and areas outside the city's boundaries linked with Ba Ria ' Phu My urban cluster, consisting of Long Son island, Phuoc Co area, the vicinity of Ba Ria provincial town and Long Hai ' Phuoc Tinh area, which shall function as areas for development of satellite towns, industries, buffer zones and ecological zones, and for tourist development. c/ Regarding urban architecture and landscape: - In areas where architectural heritage is preserved and development is limited (the inner city): To reduce building density, increase greenery area, raise average height of storied houses, preserve and embellish valuable architectural works in combination with important landscapes in Nui Lon, Nui Nho, Bai Truoc and Bai Sau. - In areas of beautiful landscape, nature conservation and submerged ecosystem: To maintain the existing Long Son population quarter (island villages in combination with preservation of submerged areas, agricultural land and aquaculture land to the East ' Southeast of the island); Phuoc Co, a submerged ecological estuary zone, shall be preserved as a green buffer zone of the city. - In new development areas: To develop the modern architecture and multi-storied buildings with appropriate set-back spaces associated with greeneries along routes 51B and 51C and in residential quarters. 6. Planning orientations for development of technical infrastructure: a/ Communication: - Outbound roads: To renovate and expand national highway No. 51 with 6 motor lanes; to build Ho Chi Minh city ' Vung Tau expressway with 4-6 lanes; to complete Hai Dang ' Phuoc Tinh road and a bridge spanning Cua Lap lake to Long Hai ' Phuoc Tinh. - Railways: To build railways for passenger and cargo trains linking Vung Tau with Bien Hoa ' Ho Chi Minh city; to build Vung Tau central station in an area along Ben Dinh canal. - Airways: After 2010, to build new Vung Tau airport in Go Gang, which shall serve as a civil-cum-military airport with a 2 km-long runway and on an area of around 250-300 hectares. To convert the present airport land area into a new trade center of the city. - Waterways: + To renovate and upgrade existing ports along Dinh river; to build new fish port and a storm-shelter zone for ships and boats in Go Gang island; + To invest in building of Sao Mai ' Ben Dinh multi-purpose port; + To build a logistic ship wharf for Con Dao in Cat Lo port area; + To build Long Son port into a special-use port in service of Long Son industrial park; + To upgrade the tourist passenger ship landing stage in Bai Truoc. - Intra-municipal communication: To adjust the system of thoroughfares on the basis of the city's master plan approved in 1993 with longitudinal, transversal and belt roads to constitute a complete road system. - Main targets: + The total communication land area shall be 1,833 hectares, of which the area for outbound communication shall be 670 hectares; the land area for intra-municipal communication shall be 1,163 hectares with a norm of nearly 24 m2/person; and the density of thoroughfares shall be around 2.7 km/km2; + The urban communication land area shall account for 25% of the city's construction land, of which the land area for static communication shall account for 2.5%. - Traffic junctions: + Crossings between belt roads and national highways or expressways shall be grade crossings. Level crossings between urban axial roads and central greenery islands and direction-guiding roundabouts shall be expanded. + To build bridges linking the inner city with Go Gang and Long Son islands and linking Long Son with Cai Mep ' Phu My port; + To build a new inter-provincial car terminal close to Ong Tu junction (5 hectares), and renovate the existing car terminal into a major terminal of the public communication system and a car parking lot. b/ Technical preparation of land: - Directions for land selection: Lakes and ponds in the city shall be rehabilitated and connected with big box culverts for draining water to Rach Ba. To restore and plant new casuarina trees on coastal sand dunes in order to make the city greener and protect it from coastal wind and sand. To limit the construction of high-rises in some submerged areas. - Ground-leveling solutions: Elevation of construction ground shall be suitable with each area or each urban functional quarter, ensuring that surface water is well drained, ground is not inundated and no landslide occurs in construction sites. The ground slope shall be equal to or higher than 0.4%. To dredge Bau Sen, Bau Trung, Rach Ba and Cua Lap lakes, which shall serve as conditioning lakes and beautiful landscapes. - Solutions to rain water drainage: + Water drainage system: In the city's old quarters where already exist the systems of culverts for draining both rainwater and wastewater, main surrounding culverts and treating stations shall be built. In newly built quarters (including industrial parks), separate rainwater drainage systems shall be built; + In the central quarters where a common culvert system is currently in use, rainwater and wastewater drainage culverts shall be renovated and upgraded into separate systems. In newly built quarters where exist separate rainwater drainage systems, networks of ditches with holed covers and open ditches as well as some gutter lines in main routes shall be used. + Riverbank protection corridors shall be 50 meters wide. c/ Water supply: - Water consumption demand shall be 120,000 m3/day in the first stage (2010) and 264,000 m3/day for a long term (by 2020). - Water sources: + Water sources of Dinh river and Da Den lake shall be used; + Major projects: Dinh river water plant shall have a capacity of 42,000 m3/day; Da Den water plant shall have a capacity of 50,000 m3/day (by 2005) and 100,000 m3/day (by 2010). For a long term, La Nga river's water source shall be additionally used for sufficient water supply to Vung Tau city and satisfaction of agricultural and fishery water demand of the whole province. d/ Power supply: - Power load: 171,206 kW in the first stage (2010) and 356,309 kW for a long term (2020). - Power sources: from 220 kV and 110 kV national power grids: + In Vung Tau: To build Vung Tau 220/110 kV transformer station and an overhead double-circuit 220 kV power line from Ba Ria power plant. A 220 kV transformer station shall be located in Chi Linh with an output of 2 x 125 MVA in the first stage and 2 x 250 MVA for the long term. + In Long Son: Power shall be supplied directly from Ba Ria power plant through an overhead double-circuit 110 kV power line to Long Son 110/22 kV transformer station. e/ Drainage of wastewater and environmental sanitation - Daily-life wastewater: + In Vung - Industrial wastewater: + Wastewater from factories and enterprises located in the city must be locally treated to reach the B-limit hygiene standards before being discharged into the culvert system. In industrial parks, concentrated treating facilities shall be built to treat wastewater up to A-limit hygiene standards Tau: To build two treating stations of Rach Ba and Cay Khe bridge; + In Go Gang: To build one treating station. Treated wastewater shall be discharged into Dinh river; + In Long Son: To build two treating stations for Long Son urban center and the petroleum industry area. Treated daily-life wastewater shall be discharged into a branch of Rang river, while treated industrial wastewater shall be discharged into Ben Diep river. For a long term, treated wastewater shall be reused for watering plants, washing roads and other purposes. before discharging it into the environment; + Hospital wastewater must be locally treated and sterilized before being discharged into the urban water drainage system. - Environmental sanitation: + Regarding daily-life solid waste: To build a new treating facility in Phuoc Hoa, Tan Thanh district (with a capacity of 400 m3/day). Phuoc Co treating facility shall serve the inner city in the first stage, then shall be relocated from the city; + Solid waste of oil and gas industry: Daily-life solid waste shall be transported ashore and brought into Phuoc Hoa treating facility; hazardous waste shall be collected and treated in Phuoc Hoa oil and gas waste treating factory; + Hospital solid waste of toxic and hazardous nature must be locally treated by high-temperature incinerators; + Cemeteries: A new cemetery park, including a crematorium, shall be built to the north of Ba Ria provincial town in replacement of existing cemeteries, which shall cease to be used and relocated under long-term plans for urban construction. f/ Measures to protect ocean ecological environment and submerged forests north of Cay Khe river: - Not to conduct urban and industrial construction. - Not to expand aquaculture areas. - To exploit various forms of eco-tourism in river-sea estuary area. - To relocate Hai Dang graveyard and apply solutions to treating and cleaning Phuoc Co garbage dumping site. - To manage and not to exploit submerged land strips along Bien Hoa ' Vung Tau expressway. 7. The first-stage construction planning and prioritized program and projects a/ In the urban center: - To start the construction of urban technical infrastructure projects, e.g. outbound communication routes, and upgrade intra-municipal routes; to prepare technical foundations, water supply, wastewater drainage and environmental sanitation facilities in the inner city. - To renovate the old central market and the tourism square; to complete the construction of the new central market and the trade center in ward No. 7; to renovate public-service works. - To invest in construction of Nui Lon ' Nui Nho tourist aerial tramway; to complete Bai Truoc and Bai Sau tourist centers and Bau Sen park. b/ In Chi Linh ' Phuoc Thang area: - To build the residential quarters and center of Chi Linh. - To construct and complete urban axial route 51B. - To build Rach Ba park and Bau Trung sport park. - To complete the construction of infrastructure and the attraction of investment in Dong Xuyen industrial park. - To invest in building Chi Linh ' Cua Lap coastal tourist site. c/ In suburban areas: - To construct a road linking Vung Tau city with the province's new administrative center in Ba Ria provincial town and being a section of Ho Chi Minh city-Vung Tau expressway. - To construct Go Gang bridge linking Phuoc Thang area with Go Gang island. - To prepare investment in technical infrastructure of the marine product- processing quarter and the residential quarter for fishermen in Go Gang. - To construct technical infrastructure of the industrial park to the west of Long Son island and new population quarters. - To prepare conditions on land and system of key infrastructure works to accommodate the petrochemical refinery project in Long Son. Article 2.- The People's Committee of Ba Ria ' Vung Tau province shall: - Approve the designing dossier of the adjusted master plan on construction of Vung Tau city till 2020. - Publicize the master plan so that people can know, inspect and implement it; organize the implementation of the master plan according to the provisions of law. - Promulgate the Regulation on management of the master plan on construction of Vung Tau city till 2020. - Coordinate with the concerned ministries and branches in organizing the formulation, consideration and approval of detailed plans, planning the specialized construction and executing investment projects on urban construction and development according to the provisions of law. Article 3.- This Decision takes effect 15 days after its publication in "CONG BAO." The president of the People's Committee of Ba Ria ' Vung Tau province, the Construction Minister and the other ministers, heads of ministerial-level agencies, heads of Government-attached agencies, and concerned organizations shall have to implement this Decision.
