RESOLUTION No RESOLUTION No.13/1999/NQ-CP of December 9, 1999 on its November 1999 regular meeting On December 3, 1999, the Government held its November 1999 regular meeting to discuss and resolve the following: - The Government heard the Minister of Agriculture and Rural Development presenting the plan on "A number of measures to encourage the development of family household farm economy". Family household farm is a form of organization of production in agriculture, forestry, salt-making and aquaculture, which is mainly based on family households and has existed for a long time now in the Vietnamese economy. Materializing the renewal policy of the Party and the State, over the recent years, family household farms in Vietnam have seen vigorous development, thus better exploiting the capital, land and labor potentials and contributing to accelerating the process of shifting to the commodity economy in agriculture and rural areas, and eliminating hunger and alleviating poverty. The Government assigned the Ministry of Agriculture and Rural Development to assume the prime responsibility and coordinate with the concerned ministries and branches in finalizing the draft Government Resolution encouraging the development of family household farm economy, then submitting it to the Prime Minister for promulgation in December 1999. - The Government heard the Minister of Public Security presenting two following draft ordinances: "Ordinance on exit, entry, residence and travel by foreigners in Vietnam" and "Ordinance on protection of the State secrets (amended)". The Government unanimously adopted the principal contents of such two draft ordinances and assigned the Ministry of Public Security to assume the prime responsibility and coordinate with the Ministry of Defense, the Ministry for Foreign Affairs, the Ministry of Justice and the Government Office in finalizing such two draft ordinances, then reporting them to the Prime Minister for consideration and submission to the National Assembly Standing Committee. - The Government adopted the draft "Decree of the Government on the implementation of the Law Amending and Supplementing a Number of Articles of the Land Law; and assigned the General Land Administration to assume the prime responsibility and coordinate with the concerned agencies in finalizing such draft Decree, then submitting it to the Prime Minister for signing its promulgation in December 1999. - The Government adopted the readjusted content of Point b, Clause 2, Article 2 of the draft Decree on investment cooperation with foreign countries in the fields of medical examination and treatment, education, training and scientific research. Particularly for the education of Vietnamese, investment cooperation with foreign countries shall be undertaken only at the senior-high school education or higher levels. It assigned the Ministry of Planning and Investment to assume the prime responsibility and coordinate with the concerned bodies in finalizing such draft Decree, then submitting it to the Prime Minister for signing its promulgation in December 1999. - The Government examined the Ministry of Planning and Investment�s report on the socio-economic situation in November and the first 11 months of 1999.- (Summary)
