DECREE No DECREE No. 05/2004/ND-CP of January 2, 2004 on the establishment of Ninh Kieu, Binh Thuy, Cai Rang and O Mon urban districts and Phong Dien, Co Do, Vinh Thanh and Thot Not rural districts of the centrally-run city of Can Tho as well as their wards, communes and townships To establish Ninh Kieu urban district on the basis of the whole land areas and the population of Cai Khe, An Hoa, Thoi Binh, An Nghiep, An Cu, An Hoi, Tan An, An Lac, An Phu, Xuan Khanh and Hung Loi wards and An Binh commune of the former Can Tho city. To etablish An Binh ward of Ninh Kieu rural district on the basis of the whole land area of 1,193.17 ha and the population of 18,906 of An Binh commune. Ninh Kieu urban district shall have a land area of 2,922.04, a population of 206,213, and 12 dependent administrative units. To establish Binh Thuy urban district on the basis of the whole land areas and the population of Binh Thuy, An Thoi and Tra Noc wards and Long Hoa, Long Tuyen and Thoi An Dong communes of the former Can Tho city. To establish Long Hoa, Long Tuyen and Thoi An Dong wards of Binh Thuy urban district on the basis of the land areas and the populations of 1,395.08 ha and 13,417; 1,413.55 ha and 13,250; and 1,167.56 ha and 9,438 of Long Hoa, Long Tuyen and Thoi An Dong communes, respectively. Binh Thuy urban district shall have a land area of 6,877.69 ha, a population of 86,279, and 6 dependent administrative units. To establish Cai Rang urban district on the basis of the whole land areas and the populations of Hung Phu ward and Hung Thanh commune of the former Can Tho city; the whole land area of 246.37 ha and the population of 13,968 of Cai Rang township, a land area of 1,035.81 ha and a population of 10,431 of Dong Thanh commune, a land area of 2,013.29 ha and a population of 12,781 of Phu An commune and a land area of 806,66 ha and a population of 6,386 of Dong Phu commune, Chau Thanh rural district; and a land area of 531.52 ha and a population of 6,339 of Tan Phu Thanh commune of Chau Thanh A rural district. To establish Le Binh, Thuong Thanh, Phu Thu, Tan Phu, Ba Lang and Hung Thanh wards of Cai Rang urban district on the basis of the land areas and the populations of 246.37 ha and 13,968; 1,035.81 ha and 10,431; 2,013.29 ha and 12,781; 806.66 ha and 6,386; 531.52 ha and 6,339; and 867.15 ha and 8,249 of Cai Rang township and Dong Thanh, Phu An, Dong Phu, Tan Phu Thanh and Hung Thanh communes, respectively. Cai Rang urban district shall have a land area of 6,253.43 ha, a population of 74,942, and 7 dependent administrative units. To etablish O Mon urban district on the basis of the whole land areas and the populations of O Mon township and Thoi An, Phuoc Thoi and Truong Lac communes and a land area of 3,585.49 ha and a population 35.376 of Thoi Long commune of O Mon rural district. To establish Chau Van Liem, Thoi An, Phuoc Thoi, Truong Lac and Thoi Long wards of O Mon urban district on the basis of the land areas and the populations of 1,658.42 ha and 30,485; 2,430.62 ha and 26,474; 2,682.57 ha and 20,193; 2,200.16 ha and 15,803; and 3,585.49 ha and 35,376 of O Mon township and Thoi An, Phuoc Thoi, Truong Lac and Thoi Long communes, respectively. O Mon urban district shall have a land area of 12,557.26, a population of 128.331, and 5 dependent administrative units. To establish Phong Dien rural district on the basis of the whole land areas and the populations of My Khanh and Giai Xuan communes of the former Can Tho city; Tan Thoi commune of O Mon rural district; and Nhon Ai, Nhon Nghia and Truong Long communes of Chau Thanh A rural district. Phong Dien rural district shall have a land area of 11,948.24 ha, a population of 100,710, and 6 dependent administrative units. To establish Co Do rural district on the basis of the whole land areas and the populations of Thoi Lai and Co Do townships, Thoi Thanh, Dinh Mon, Thoi Thang, Truong Thanh, Truong Xuan, Truong Xuan A, Dong Thuan, Xuan Thang, Thoi Lai, Dong Binh and Dong Hiep communes and the remaining land area and population of 69.81 ha and 13,017 of Thoi Long commune of O Mon rural district To establish Thoi Hung commune of Co Do rural district on the basis of a land area of 6,981 ha and a population of 13,017 of Thoi Long commune of O Mon rural district. Co Do rural district shall have a land area of 40,256.41 ha, a population of 172.041, and 14 dependent administrative units. To establish Vinh Thanh rural district on the basis of the whole land areas and the populations of Thanh An township and Thanh An, Thanh Loc, Thanh Quoi, Thanh My, Thanh Phu, Thanh Thang and Trung Hung commune, and a land area of 2,811.47 ha and a population and 19,171 of Vinh Trinh commune of Thot Not rural district. To establish Vinh Trinh commune of Vinh Thanh rural district on the basis of a land area of 2,811.47 ha and a population of 19,171 of Vinh Trinh commune of Thot Not rural district. Vinh Thanh rural district shall have a land area of 41,034.84 ha, a population of 153,964, and 9 dependent administrative units. To establish Thot Not rural district on the basis of the whole land areas and the populations of Thot Not township and Thuan Hung, Trung Nhut, Tan Loc, Trung Kien, Trung Thanh and Thoi Thuan communes; and the remaining land area and population of 85.94 ha and 1,618 of Vinh Trinh commune of O Mon rural district. To merge the remaining land area and population of 85.94 ha and 1,618 of Vinh Trinh commune to Thoi Thuan commune. Thot Not rural district shall have a land area of 17,110.08 ha, a population of 189,641, and 8 dependent administrative units. The centrally-run city of Can Tho shall have a land area of 138,959.99 ha and a population of 1,112.121 with 8 dependent administrative units being Ninh Kieu, Binh Thuy, Cai Rang and O Mon urban districts and Phong Dien, Co Do, Vinh Thanh and Thot Not rural districts, comprising 67 wards, communes and townships.
