DIRECTIVE No DIRECTIVE No. 11/2003/CT-TTg OF MAY 6, 2003 ON ENHANCING THE WORK OF PREVENTION AND COMBAT OF THE SEVERE ACUTE RESPIRATORY SYNDROME (SARS) On April 28, 2003, Vietnam was recognized by the World Health Organization (WHO) as having successfully controlled SARS. However, in some countries in the region and the world, SARS has been still developing in a complicated manner. Our country is still in the danger of being intruded by SARS. In order to enhance SARS prevention and combat, the Prime Minister instructs: 1. The Ministry of Health to continue directing medical agencies to conduct strict medical examination of people entering Vietnam from epidemic-affected regions; to assume the prime responsibility and coordinate with the Public Security Ministry, the Defense Ministry, the Communications and Transport Ministry, the Finance Ministry, the General Tourism Administration, Vietnam Airlines and the provincial/municipal People’s Committees in isolating and medically supervising people entering the country from epidemic-affected regions for 10 days according to the Health Ministry’s stipulations on SARS prevention and combat. 2. The Ministry for Foreign Affairs to notify foreign-based Vietnamese diplomatic representations and Vietnam-based foreign representations of Vietnam’s strict medical examination of people entering Vietnam from epidemic-affected regions. 3. The Public Security Ministry (the Entry/Exit Management Department), the Finance Ministry (the General Department of Customs), the Communications and Transport Ministry (Vietnam Civil Aviation Administration and Vietnam Maritime Bureau) and the Agriculture and Development Ministry (the Plant Protection Department and the Veterinary Department) to closely coordinate with the Health Ministry in organizing and applying medical quarantine measures at border-gates. 4. The Ministry of Public Security and the Ministry of Communications and Transport to fully supply names, addresses, telephone numbers of, and other necessary information on, passengers entering Vietnam from epidemic-affected regions, so that the Health Ministry shall direct localities to monitor and supervise them. 5. The People’s Committees of provinces and centrally-run cities, especially the northern border provinces and cities where exist international airports, seaports and border-gates, to closely coordinate with the Health Ministry and the concerned ministries and branches in organizing SARS prevention and combat activities; to enhance personnel, equipment and facilities so as to immediately meet the requirements for medical quarantine at border-gates, airports and seaports. 6. The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government, the presidents of the provincial/municipal People’s Committees to direct and strictly implement this Directive and regularly send reports on the implementation results to the Health Ministry for the latter to sum-up and report thereon to the Prime Minister.
