DECISION No DECISION No. 35/2003/QD-TTg OF MARCH 6, 2003 ASSIGNING AGENCIES TO DRAFT, AND AGENCIES TO COORDINATE IN DRAFTING, BILLS AND ORDINANCES OF THE GOVERNMENT IN THE XITH NATIONAL ASSEMBLY’S TERM (2002-2007) AND IN 2003 THE PRIME MINISTER Pursuant to the December 25, 2001 Law on Organization of the Government; Pursuant to the National Assembly’s Resolution No. 12/2002/QH11 of December 16, 2002 on the law- and ordinance-making programs of the XIth National Assembly for its whole term (2002-2007) and for 2003; Pursuant to the National Assembly Standing Committee’s Resolution No. 222/2003/NQ-UBTVQH of February 10, 2003 on the implementation of the National Assembly’s Resolution on the law- and ordinance-making programs of the XIth National Assembly for its whole term (2002-2007) and for 2003; At the proposal of the Justice Minister, DECIDES: Article 1.- To promulgate together with this Decision the Table of assignment of agencies to draft, and agencies to coordinate in drafting, bills and ordinances under the Government’s law- and ordinance-making programs in the XIth National Assembly’s term (2002-2007) and in 2003. Article 2.- To authorize the ministers, the heads of the ministerial-level agencies and the heads of the agencies attached to the Government, which are assigned to draft bills or ordinances to set up drafting committees composed of representatives of the leaderships of the ministries or branches and to invite representatives of other concerned agencies to participate therein. The ministers, or the heads of the agencies in charge of drafting bills or ordinances shall organize the compilation of the drafts according to the prescribed schedule, submit them to the Government for consideration and adoption before submission to the National Assembly or the National Assembly Standing Committee. Article 3.- This Decision takes effect 15 days after its publication on the Official Gazette. The ministers, the heads of the ministerial-level agencies and the heads of the agencies attached to the Government shall have to implement this Decision.
