RESOLUTION No. 04/2003/NQ-CP of March 4, 2003 on the Government's February 2003 regular meeting On February 27 and 28, 2003, the Government held its February 2003 regular meeting, discussing and resolving the following issues: It considered a report on elaboration of various decrees on the functions, tasks, powers and organizational structure of ministries, ministerial-level agencies and agencies attached to the Government of the 2002-2007 term. The tempo of elaborating these decrees still fails to keep pace with set schedules. In order to ensure the effective operation of the Government's apparatus, meeting the renovation requirements on the principle of clearly determining the functions, assigning only one agency to take charge of one task and basically putting an end to the situation of overlapping functions, the Government requested the ministers, the heads of the ministerial-level agencies and the heads of the agencies attached to the Government to concentrate on directing the elaboration of decrees on the functions, tasks, powers and organizational structure of their agencies. The Government assigned the Ministry of the Interior to assume the prime responsibility and coordinate with concerned agencies in finalizing and submitting the draft decrees to the Prime Minister for promulgation in March 2003. The Government considered a draft decree prescribing and providing detailed guidance on the application of the measure of sending people to educational establishments under the provisions of the Ordinance on sanctions against administrative violations, presented by the Ministry of Public Security. The Government considered a bill amending and supplementing a number of articles of the Value Added Tax Law, a bill amending and supplementing a number of articles of the Special Consumption Tax Law, and a bill on enterprise income tax (amended), presented by the Ministry of Finance. It passed these tax bills, assigned the Finance Ministry to finalize them and authorized the Finance Minister to sign on behalf of the Prime Minister the reports on these bills for submission to the National Assembly. The Government also considered a bill amending and supplementing a number of articles of the Law on Vietnam State Bank, presented by the State Bank Governor. It assigned the State Bank to finalize the bill and assigned the State Bank Governor to sign on behalf of the Prime Minister the report on this bill for submission to the National Assembly. It considered a draft decree on hospital fee collection, presented by the Ministry of Health. The Government reviewed the socio-economic situation in February and the first two months of 2003. In the face of complicated developments and latent threats in the world, the Government requested the ministries, branches and localities to concentrate on implementing Resolution No. 02/2003/NQ-CP of January 17, 2003 on some major undertakings and solutions requiring concentrated direction of the performance of socio-economic development tasks in 2003, paying special attention to the following tasks: - Seeking and expanding export markets, pushing domestic consumption demands, developing assorted service forms and paying attention to rural, far-flung and deep-laying markets. - Stimulating investment, taking into account the issuance of bonds in order to increase capital source for investment in capital construction. - Applying measures to minimize disadvantages which may occur, ensuring the supply-demand balance for major commodities, closely monitoring price fluctuation so as to timely administer marco-economy, develop production and stabilize people's life. - Continuing to well settle social problems, especially the restriction of traffic accidents and congestion, crime reduction, and prevention and combat of drug addiction, prostitution and HIV/AIDS spread. - Enhancing the management of investment and construction and environmental sanitation in urban centers, continuing the examination and inspection of construction investment as well as land management and use. - Preparing material and spiritual conditions for the successful organization of SEAGAMES 22. - Applying measures to create a breakthrough in the settlement of citizens' complaints and denunciations and restore order and disciplines in the State apparatus.- (Summary)
