RESOLUTION No RESOLUTION No. 03/2001/NQ-CP of April 2, 2001 on the Government�s regular March 2001 meeting On March 28 and 29, 2001, the Government held its regular March 2001 meeting, discussing and resolving the following issues: The Government heard the Minister of Planning and Investment presenting the report on foreign direct investment in five years, 1996-2000 and solutions for the 2001-2005 period. After more than 12 years of attracting foreign direct investment, the foreign-invested sector has become an important part of the economy, greatly contributing to the achievement of socio-economic targets and the success of the renewal process. Foreign investment has exerted positive impacts on the supplementation of capital sources for development investment, economic restructure along the direction of national industrialization and modernization, the expansion of external relationship, development of international markets, raising of export capability, better exploitation of domestic resources, the higher economic growth, etc. However, in the past time, there remain some limitations in attracting foreign investment due to many objective and subjective causes, but mainly the obstacles in investment planning, incomplete and non-synchronous legal system, policies and administrative procedures. In order to further attract and raise the efficiency of foreign investment, in the time to come, it is necessary to work out more active solutions to improve the quality of foreign investment attraction planning; to perfect the legal system, renovate and efficiently implement foreign investment policies, remove difficulties for efficiently operating foreign-invested projects; pay attention to human resource training and personnel work; and take initiative in promoting investment and increase foreign investors� confidence in their investment in Vietnam. The Government assigned the Ministry of Planning and Investment to coordinate with concerned agencies in finalizing the Government�s draft resolution on foreign investment for the 2001-2005 period, then submit it to the Prime Minister for consideration and promulgation in the second quarter of 2001. It heard the Minister-Chairman of the Government�s Commission for Organization and Personnel presenting the draft Strategy on State administrative reforms, 2001-2005 period. The strategy on State administrative reforms for the 2001-2005 period aims to build up a democratic, clean, strong, professional, modernized and highly efficient administration on the basis of comprehensive renewal of institutions, organizational structure, personnel and administrative finance. It heard the Minister of Agriculture and Rural Development reporting on the situation and solutions for the settlement of land complaints and disputes in the Mekong River delta. It heard the Minister of Public Security presenting the Government�s draft decree on the management of guard service business. The Government assigned the Ministry of Public Security to assume the prime responsibility and coordinate with concerned agencies in finalizing the draft decree then submit it to the Prime Minister for signing its promulgation in April 2001. It heard the Minister of Labor, War Invalids and Social Affairs presenting the bill on social insurance and the bill amending and supplementing a number of the article of the Labor Code. The Government considered the report on the situation of one year of implementing the Enterprise Law and the report on the implementation of plans in March and the first quarter of 2001, presented by the Minister of Planning and Investment; the report reviewing the Government�s direction and administration in the first quarter of 2001, presented by the Minister-Director of the Government Office. The Government affirmed that the Enterprise Law was an important breakthrough in its policies on enterprise restructure and State administrative reforms. The enforcement of the Enterprise Law has institutionalized the right to business freedom of people of all strata, improved the production and business environment, and enjoyed sympathy and support of the public opinion nationwide, especially the business cycle. As the results, so far, over 18,000 new enterprises have been set up, mobilizing a considerable amount of capital for social investment, creating more jobs, and increasing laborers� incomes. In order to bring into full play the gained achievements, the Government requested the ministries, branches and localities to continue boosting the enforcement of the Enterprise Law, completing necessary conditions for the implementation thereof, enhancing order and disciplines so that the Enterprise Law actually enters the life.- (Summary)
