RESOLUTION No RESOLUTION No. 11/2001/NQ-CP of October 1, 2001 on the Government�s September 2001 regular meeting On September 26 and 27, 2001, the Government held its September 2001 regular meeting to discuss and resolve the following issues: 1. It heard the Minister of Planning and Investment and the Minister of Finance presenting the following reports: - The report on the implementation of the National Assembly�s Resolution on the 2001 tasks and the 2002 socio-economic development plan; - The report on the 2001-2005 five-year socio-economic development plan; - The report on the implementation of the 2001 State budget tasks and the 2002 State budget estimates; - The report on the 2000 State budget general final settlement. Regarding the implementation of the 2001 tasks and the 2002 socio-economic development plan, the Government held that in 2001, the economy has continued growing at a fairly high rate, the plan targets can be attained. The economic growth rate, though being forecast as lower than that set by the National Assembly, is much higher than that of 2000 or of regional countries; the economy has been positively restructured, fishery sector has developed, the industrial production value has risen, tourist and service activities have been rather buoyant; the budget revenue has been kept at a high level; socio-cultural activities, hunger elimination and poverty alleviation, job creation and education and training have seen encouraging results; social order and safety have been maintained. The Government requested the ministries, branches and localities to continue applying measures to direct production, export and capital construction investment, carry on the State administrative reform, maintain security stability and social order, eliminate social vices; closely follow floods in the Mekong river delta so as to take measures to protect the life and property of people and the State; elaborate plans for early restoration of production and normalization of people�s life after floods; speed up the completion of the projects inscribed in the Government�s 2001 working program. Regarding the 2002 orientations, tasks, plans and State budget estimates, the Government held that it is necessary to achieve a breakthrough in such important fields as raising of efficiency, quality and competitiveness of the economy; reorganize, renovate and develop the State enterprises, mobilize investment capital from various economic sectors, rationalize investment in order to strongly restructure the economy; apply scientific and technological advances to production and service sectors; raise the quality of human resources; efficiently carry out the hunger elimination and poverty alleviation work and settle some burning social problems. Regarding the 2001-2005 five-year socio-economic development plan, the Government was unanimous in successfully attaining socio-economic development targets set forth by the Party�s Ninth Congress. In the annual plan elaboration and administration, the Government shall base itself on the situation development to make specific adjustments and achieve the plans� targets and norms. The ministries and branches should closely follow the domestic as well as regional and world situation so as to make analysis and forecasts, then submit them to the Government for consideration and adjustment when necessary. The Government unanimously adopted the report on the 2000 State budget general final settlement. 2. It unanimously adopted the Bill on Statistics, assigning the General Department of Statistics to assume the prime responsibility and coordinate with the Ministry of Justice and the Government�s Office in finalizing this Bill, then submit it to the Prime Minister for consideration and further submission to the National Assembly.- (Summary)
