DECISION No DECISION No.142/1999/QD-TTg of June 16, 1999 on the setting up of the Management Board of the Cultural and Tourist Village of Vietnamese ethnic groups To set up the Management Board of the Cultural and Tourist Village of the Vietnamese ethnic groups under the Ministry of Culture and Information to perform the function of managing the investment and construction, and organizing and managing activities of the Cultural and Tourist Village of Vietnamese ethnic groups according to the planning already ratified by the Prime Minister. The Management Board of the Cultural and Tourist Village of Vietnamese ethnic groups shall have the following main tasks and powers: - To base itself on the general planning of the Cultural and Tourist Village of Vietnamese ethnic groups already ratified by the Prime Minister to elaborate detailed planning of functional quarters and component projects, then submit them to the Minister of Culture and Information for ratification or further submission to the competent authorities for ratification; to manage the already ratified plannings and projects. - To elaborate long-term and short-term plans for investment and development as well as activities of the Cultural and Tourist Village of Vietnamese ethnic groups, then submit them to the Minister of Culture and Information for decision or further submission to the competent authorities for consideration and decision. To perform the tasks assigned by the Minister of Culture and Information in the domains of investment and construction, organize cultural activities and manage service activities within the Cultural and Tourist Village of Vietnamese ethnic groups in an effective manner. - To mobilize and attract the domestic and overseas capital sources with appropriate forms according to provisions of law. - To guide, receive, organize the investment project evaluation and submit investment projects to the competent State agencies for ratification or licensing according to the provisions of law; to monitor and inspect the execution of the investment projects after they are ratified or licensed. - To assume the prime responsibility and coordinate with the concerned agencies in managing the land use and site clearance for the execution of the project for building the Cultural and Tourist Village of Vietnamese ethnic groups. - To assume the prime responsibility and coordinate with the concerned agencies in proposing requests for scientific research, collection, revision, popularization and bringing into full play of cultural values in service of the building, operation and management of the Cultural and Tourist Village of Vietnamese ethnic groups. - To elaborate the regulations on management and exploitation of investment projects and activities of providing services, propagandizing, introducing and guiding tourists on visit to the Cultural and Tourist Village of Vietnamese ethnic groups, then submit them to the Ministry of Culture and Information for approval; to guide and inspect the implementation of such regulations. - To assume the prime responsibility and coordinate with the concerned agencies in organizing the professional training and fostering courses for officials, public employees and laborers working in the Cultural and Tourist Village of Vietnamese ethnic groups. - To assume the prime responsibility and coordinate with the concerned agencies, the People�s Committees and the investors in ensuring security and order in the course of construction, management and exploitation of projects of the Cultural and Tourist Village of Vietnamese ethnic groups. - To cooperate with foreign organizations and individuals in fields related to the construction and management of the Cultural and Tourist Village of Vietnamese ethnic groups according to the responsibility assignment by the Minister of Culture and Information and provisions of law.- (Summary)
