DECISION No DECISION No. 115/2002/QD-BNN OF NOVEMBER 20, 2002 PROMULGATING THE 2003 PLAN ON ELABORATION OF LEGAL DOCUMENTS UNDER THE MINISTER’S PROMULGATING COMPETENCE THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT Pursuant to the Government’s Decree No. 73/CP of November 1, 1995 prescribing the tasks, powers and organizational structure of the Ministry of Agriculture and Rural Development; Pursuant to the Government’s Decree No. 101/CP of September 23, 1997 detailing the implementation of a number of articles of the Law on Promulgation of Legal Documents; At the proposal of the director of the Ministry’s Office, DECIDES: Article 1.- To issue together with this Decision the "2003 plan on elaboration of legal documents of the Ministry of Agriculture and Rural Development". Article 2.- Basing themselves on the already promulgated plan, the units attached to the Ministry shall elaborate legal documents with quantity and time prescribed by the plan, for promulgation by the Ministry according to its competence, and estimate the elaboration, funding for submission to the Ministry for approval (under the Prime Minister’s Decision No. 69/2000/QD-TTg of June 19, 2000, the Finance Ministry’s Circular No. 15/2001/TT-BTC of March 21, 2001, and the Agriculture and Rural Development Ministry’s Circular No. 36/TT-BNN-TCTK of April 4, 2001). Article 3.- This Decision takes implementation effect 15 days after its signing. Article 4.- The director of the Ministry’s Office and the heads of the units attached to the Ministry shall have to implement this Decision.
