DECREE No DECREE No. 71-CP ON THE 13th OF JULY, 1994 ON DEFENSE EDUCATION IN THE SYSTEM OF POLITICAL, ADMINISTRATIVE AND MASS ORGANIZATION SCHOOLS THE GOVERNMENT Pursuant to Articles 44, 46, 77, 112 and 115, Chapters IV, V and VII of the Constitution of the Socialist Republic of Vietnam. At the proposals of the Minister of National Defense and the Minister of Education and Training, DECREES: Article 1.- To introduce defense education as a compulsory subject into the system of political, administrative and mass organization schools at all levels. Article 2.- The Ministry of National Defense shall discuss with the branches concerned to determine a suitable duration and curriculum, for the defense education program. Article 3.- The Minister of National Defense, the Minister of Education and Training, the Minister-Head of the Government Commission on Organization and Personnel, the Chairman of the State Planning Committee, the Minister of Finance, the other ministers and the heads of the agencies attached to the Government, the presidents of the People's Committees of provinces and cities directly under the Central Government have the responsibility to organize the implementation of this Decree.
